Septic Tank Maintenance

If you have a septic system, a licensed Minnesota Pollution Control Agency (MPCA) service provider must submit a Septic Tank Maintenance Reporting Form to the City of Blaine Inspections Department no less than once every three (3) years.  

Completed forms can be:

  • 2022 – Septic Tank Maintenance Reporting Form due by November 2025
  • 2021 - Septic Tank Maintenance Reporting Form due by >November  2024
  • 2020 - Septic Tank Maintenance Reporting Form due by November  2023
  • 2019 - Septic Tank Maintenance Reporting Form due by November  2022

Installation of a New Septic System or Tanks

Inspections typically include the following but depending on your project, more inspections may be added or removed.

  • Soil Pits (3 minimum)
  • Soil Scrape of Treatment Area
  • Septic System Rough-In
  • Jar Test
  • Tanks - New/Replacement
  • Management Plan/Operational Permit signed & dated by homeowner
  • Tank Abandonment Form
  • As-Builts
  • Electrical Final
  • Test Pump and Alarm
  • Septic System Final/Compliance Inspection

Allow 3 to 4 business days for scheduling inspections. During the busy construction time, please allow more time.

General Information

Abandoning a Subsurface Sewage Treatment System

The following link provides the rule requirements and suggested guidelines for proper abandonment of a Subsurface Treatment System along with the Abandonment Reporting Form that must be submitted to the City within 90 days after abandonment.

More Permit Information

  • Electrical permits can be applied for at the State of Minnesota DOLI.
  • The permit will not be processed if any of the required submittals are missing.
  • If you sell your property a Compliance Inspection needs to be performed by a qualified private septic inspector prior to property sale or transfer of ownership.
  • A Compliance Inspection is not the same as a pumping/maintenance report.
  • For new and replacement system installation, plans must be submitted on University of MN Forms.  Plans not submitted on these forms will not be reviewed until information is provided on University of MN forms.
